About the Indiana Horse Racing Commission (HRC):
We know real Hoosier horsepower! It is the mission of the Indiana Horse Racing Commission to oversee pari-mutuel horse racing in Indiana, and to protect the integrity of the sport through active and diligent regulation.
Role Overview:
The incumbent is responsible for performing duties as required by the Indiana Horse Racing Commission. These duties include assisting in implementation, administering, and enforcing the regulations of pari-mutuel wagering on horse racing in Indiana. This position is statutorily mandated by IC 4-31-3-10. The incumbent is to function as the Assistant Director to the Director of the Indiana Horse Racing Commission. This position also directs, develops, and monitors the agency's occupational licensing program as well as the Breed Development programs and equine health and drug testing programs within the agency's scope. Works directly with Commission members and agency Director to implement the vision and mission of the agency for express achievement of objectives related to assigned programs, projects, and goals. This position has 3 direct reports and requires travel up to 50% of the time.
Salary Statement:
The salary for this position will be commensurate with education or work experience.
Appraises the performance of subordinate staff by establishing standards of performance and works jointly with the agency Director in evaluating and reviewing work performance of high-level staff and initiating corrective action, if necessary.
Oversees all office policies and procedures for three commission offices; the headquarters located in Indianapolis and the satellite offices in Anderson at Harrah’s Hoosier Park Racetrack and Horseshoe Indianapolis in Shelbyville.
Monitors agency and program budget including revenues, expenditures, and budget projections, and assists CFO in preparation of the budget, including data collection and preparing written justifications.
Along with the agency Director, CFO, Director of Regulatory Compliance, and General Counsel, reviews current and implements new policies and procedures to ensure compliance with state and statutory requirements.
Monitors and evaluates agency programs for compliance within established guidelines and makes recommendations for changes when necessary.
Works jointly with the agency Director in establishing priorities and deadlines for accomplishing annual and long-range agency plans.
Works with Director in representing the agency at public meetings and task forces, and to present information of importance.
Coordinates communication, education, and performance issues between each department.
In conjunction with members of the Commission and the agency Director, develop and coordinate agency plans and policies, resources and mission as well as goals, vision and expectations of the agency and its programs.
Develops and produces the agency's annual and semi-annual publications (Annual Report, Newsletters, Rule Books).
Works with the Equine Medical Director, the Racing and Breed Development Director and the Licensing Supervisor in developing and implementing new programs and revising internal structure to accommodate new responsibilities, laws, programs, etc.
Receives and responds to inquiries from permittees and the public. Communicates with news and other media and responds to media questions or requests in an approved state agency and public relations manner.
Develop both short-and long-term strategies to foster compliance and cost-efficient service delivery.
Directs, develops, and monitors the agency's Licensing and Breed Development database, website and social media information.
Develop communication strategies that drive engagement in agency programs.
Works jointly with the Director to coordinate with other government officials on planning issues (i.e. federal and/or state agency directors, etc.).
Directs the research of innovative programs developed by other states and/or associations.
Works directly with Commission members and agency Director to implement the vision and mission of the agency for express achievement of objectives related to assigned programs, projects, and goals.
Assists the Director in handling problems and questions related to pari-mutuel issues and horse racing in Indiana.

The ideal candidate in this role should minimally have either
a Master’s Degree and 9+ years of experience, or
a Bachelor’s Degree and 11+ years of experience, or
an Associate’s Degree and 13+ years of experience, or
at least 13+ years of experience applying specific knowledge, skills and abilities in a directly related position in the hores racing industry, preferably as a racing regulator.
Related certifications and coursework may be considered for education or experience.
Experience in government accounting
Proven ablility to take initiative and work independently, consulting with appropriate parties as needed
Must be able to be licensed by the Commission as well as fingerprinted and must be able pass a limited criminal history check
Thorough knowledge of agency and/or organizational program(s) and business practices
Thorough knowledge of State programs and resources, public policy, and program evaluation
Ability to develop and/or measure program outcomes
Ability to create and maintain strong working relationships with key public and private government and business leaders
Ability to identify problems, determine accuracy and relevance of information, and use sound judgement to generate and evaluate alternatives and to make recommendations
This role may provide direct supervision for one or more staff members.
