The Maryland Department of Labor, The Office of the Secretary, is seeking qualified candidates for the position of Executive Director Racing Commission. This position oversees the regulatory functions of the Racing Commission in accordance with Business Regulation Article, Title 11, § 11-205 et. seq., Annotated Code of Maryland, and by doing so, integrates the function of racing into the mission of the Department. This position implements the policy decisions of the Commission by promulgation to all units; schedules and conducts Commission meetings and hearings; formulates regulations and administers regulatory matters; oversees the operations of the Commission Office and the functions of the Commission; collects the taxes and fees imposed under Business Regulation Article, annotated code of Maryland or regulations adopted by the Commission; keeps records and papers of the Commission, including a record of each proceeding; administers the licensing of individuals who work in connection with racing; prepare, issue, and submit reports of the Commission; administer the daily operations of the office of the Commission; and perform any other duty that the Commission directs.
This is a Management Services position that will serve at the pleasure of the Appointing Authority.

The main purpose of this job is to oversee the regulatory functions of the racing commission in accordance with Business Regulation Article. Title 11, 11-205 et., Annotated Code of Maryland, and, by so doing, integrate the function of racing into the mission of the department. Under the general direction of the Governor of the State of Maryland.
Duties of this position include, but are not limited to:
- Implement the policy decisions of the Commission by promulgation to all units.
- Work with legal counsel regarding interpretation of statutes and regulations
- Oversee the overall administration of the Commission's business
- Establishes and maintains relationships and credibility for the Commission, with local, state and federal agencies and all other stakeholders in the para-mutual betting establishments in the State of Maryland
Any combination of training and experience equivalent to a bachelor’s degree in public administration, business, political science or other closely related field PLUS 7 years’ experience in horse racing.
Experience in business, financial, and personnel management skills, along with experience with industry trends and developments and the ability to resolve disputes.
Skilled in oral and written communications; skilled in strategic planning and budget management; skilled in interpersonal relations and public speaking, multiple program management and leadership.
Ability to manage and supervise and direct others.
Ability to make complex decisions based on law and relevancy.
Ability to prepare, administer, and manage budgets and fiscal operations; ability and willingness to articulate and communicate the Commission’s position on legislative matters.
Ability to travel in the performance of assigned duties.
Proficiency in Microsoft and other software applications and the ability to embrace

Pari-Mutuel Betting
At least five years of relevant experience in management with a demonstrated competence in management of a staff.
Familiarity with equine drug testing.
Experience in a regulatory or compliance function.

Capable of handling many tasks that are time-sensitive in pressure situations.
Demonstrated ability to work at a highly independent level.
Ability to tactfully navigate challenging political environments.
Exceptional writing skills.
Knowledge and experience with Maryland open meeting law and public records law
